In the films no one. Dormammu is an insanely powerful being who controls a whole dimension. In Doctor Strange we see Strange get killed numerous times and eventually he gets Dormammu to leave. But he is no where close to defeating him and he is also using the time stone!
Can dormammu Beat Galactus?
If we referred to a well-fed Galactus, his power can match those of Eternity’s which even Dormammu cannot beat. If a well-fed Galactus fought Dormammu, they would be a pretty equal match. Reminder: Galactus loses energy the more he uses. So the most powerful would be a well-fed Galactus.
